Press Release on Investigation of June 2, 2017 Incident in Kabul City

The Attorney General’s Office (AGO) of Islamic Republic of Afghanistan as an institution responsible before the law and committed to support and observe Islamic values and rights of citizens as well as their human dignity, considers defending basic rights of citizens as its core duty and endeavors for their security and safety.

With respect to the sacrifices and dedication of our hero Soldiers and Officers who serve their people day and night and defend the national honor, rights, and freedom of their people against enemies’ plots, and honoring martyrs’ blood and believing in citizen’s rights and freedom, it is to be announced that:

Dear compatriots!

The June 2 protest in Kabul city followed by violence has caused injuries and casualties to a number of our compatriots and has become a source of sorrow and pain to the government and people of Afghanistan.

In order to have a transparent and fair scrutiny of the cases and based on article 134 of the Constitution, leadership of the National Unity Government of Islamic Republic of Afghanistan, His Excellency the President, Ashraf Ghani, and the Chief Executive, Abdullah Abdullah, assigned AGO to have an overall and comprehensive investigation and grave track of the case as an independent institution on behalf of the people and Government of Afghanistan.

After completion of primary investigations and to bring justice, the investigation delegation suspended duties of Lieutenant General Gul Nabi Ahmadzai, Commander of Kabul Garrison, and General Hassan Shah Forogh, Kabul Police Chief.

The suspension is a precaution to find out the truth, through a complete, precise, impartial, and comprehensive investigation and does not predicate their involvement or non-involvement. Considering article 25 of the constitution, being innocent is the main state, a person is considered innocent until he is proven guilty under the final verdict of the authorized court.  

The Attorney General’s Office asserts that with due respect to positions of the suspended individuals, the cases will be investigated with complete impartiality and independence while respecting all the human right standards during the inquiry.  The law and rule of law will be implemented equally and everyone should respect the law.

If the investigation proves involvement of more people, the AGO will decide about them as well and inform the people about their consequences based on the law on access to information.
